Many technical factors affect a person's or business's network performance. No one monitoring tool can fully capture all of these nuances.

We found one vendor in Manitoba Canada who is at $3 ea for DID but even though they, unlike offer non dedicated NXX number groups separated from aggregate database assignment blocks. We are not sure at this juncture whether we should blend in with regular EAS number plans. Or default to DID's in dedicated prefix block assignments by RBOC's.
